The unnamed and villainous Chairwoman
The unnamed Chairwoman (Tress MacNeille) is the redeemed main villainess from "Washingtoon," episode 3.11 of Tiny Toon Adventures (airdate November 4, 1992).
The episode began with Buster Bunny and Babs Bunny being chased by a wolverine, who later thrashed Plucky Duck after he is inserted as a decoy by Buster. The rabbits later beat up the wolverine, who strangely cries in pain, leading Babs to notice that the wolverine's cries weren't in the script. After Calamity Coyote is seen on a stretcher after slipping on a banana peel (very contrary to how cartoons operate), Buster and Babs are encountered by a woman who introduced herself as the chairwoman of a group known as the Adult Coalition Against Funny Cartoons (ACAFC), and she criticized cartoon violence by labelling it "anti-social."
Plucky, having grown tired of being abused throughout the series, took the chairwoman's business card, and later on, the chairwoman revealed her plan to eliminate cartoon violence from Acme Acres and replace it with educational programming. However, her plan involved her device, the Toon Logic Extractor, a vacuum-like machine that sucks tooniness out of characters and turns them into drones. The villainess cackled after using her machine on Gogo Dodo, prompting Buster and Babs to head to Washington to speak to then-President George H.W. Bush, only to encounter then-Vice President Dan Quayle--who was a big fan of Tiny Toons.
All the while, the evil chairwoman unleashed her machine all over Acme Acres, removing tooniness from Elmyra, Hamton J. Pig, and Dizzy Devil, all with Plucky at her side--though he, too, becomes a victim of the chairwoman's machine after he is shown as part of the villainess' planned show, Learn-O-Rama, by Buster and Babs. The rabbits' plea to Congress later included Babs bringing in the chairwoman and identifying her as the person responsible for the toons' fates, adding that if she is allowed to continue, cartoons will no longer have funny gags. The chairwoman ends up on the receiving end of the gags by Buster and Babs, who drop various objects on her to show how funny cartoons are, while also showing that cartoons don't get hurt like real people do.
Quayle puts it to a vote, with Congress unanimously opposing the ban on cartoons with uproarious laughter. Even so, the chairwoman unleashed her machine and used it on Buster, whose tooniness suddenly overloads the Extractor and causing it to explode. As a result, all of the characters' tooniness was restored, and in a surprise, the chairwoman's tooniness suddenly appeared, with the chairwoman expressing her shock in seeing her and though she was lost forever. Once she was restored, the chairwoman gave a joyful laugh and made her way to Wackyland, marking her redemption.
