The evil Mrs. Higgins
Mrs. Higgins is the villainess of "Catfish Burglar Caper", episode 3.02a of Scooby-Doo and Scrappy-Doo. (airdate October 2, 1982). She was an official of the Harbour Bay Yacht Club.
The episode began with Mrs. Higgins requesting the aid of the Fearless Detective Agency (Shaggy, Scooby and Scrappy) in regards to a thief known as the Catfish Burglar who was robbing the yachts of the club's members. The gang took the case and held a stakeout on one of the yachts, where they encountered the Catfish Burglar and her male accomplice. The villainess was able to slip through their fingers and made it back to shore.
The gang found the Catfish Burglar counting through her loot with her henchman in a lighthouse. Scrappy used a pole to vault into the building and retrieve the loot from the villains, who stormed out in pursuit. The puppy then threw seaweed over the criminals, trapping them. Shaggy then unmasked the Catfish Burglar to reveal that it had been Mrs. Higgins all along. The villainess revealed she had requested their services to avoid suspicions. Following the capture, Mrs. Higgins and her accomplice were arrested.
