Julie Carmen (Annabeth Gish) is the villainess from "A Good Cop," the second episode of Against the Wall. (airdate August 7, 2011). She is the chief of organized crime in Chicago, and she approached Abby Kowaski regarding concerns of a mole within her crime unit. Carmen's boyfriend, Shane, a detective in her unit, was suspected in as the mole--an informant for, Dunsimi, a Nigerian mob boss. After a sting a nearby bar, it was revealed that Carmen herself was the actual informant.
Carmen's villainous actions resulted in the deaths of two detectives, Kristen Day and Jeb Saul, with Jeb being killed after Carmen informed on him. Regarding the sting, Abby met with Carmen before the latter received a call from Shane saying they were closing in on Dunsimi. Subsequently, the evil Carmen phoned Dunsimi and warned him about the oncoming police, but Lina and Abby prevented her from escaping, while revealing that her phone call was recorded.
During her interrogation, Carmen regretted what happened to Day, but not to Saul, claiming that he was trigger-happy. She continued to defend her actions by stating that her double dealings resulted in two crime families being arrested, and later on, Carmen was released after it was revealed that she turned in information on Dunsimi, most likely to save herself from prison.
